Mr. Raninen, the petitioner, who does not want to do his military service or alternative public service, complaints about being disqualified from freedom and being handcuffed. No one can be deprived from their freedom except prescribed conditions.

The case originated in an application against the Rebuplic of TURKEY lodged with the Court under Article 34 of the Convention for the Protection of Human Rights and Fundamental Freedoms by a Turkish national, Miss Behice ALKIN on 5 October 2001.

The applicant, who was 11 years old at the time of this incident, was playing with children in the meadows near her village. Then a few minutes prior to the events a gendarme soldier from the nearby Ortabağ gendarmerie station had alerted the children to abondon the area (which has plenty of landmine) and the applicant had stepped on the mine when leaving the area. At the end of this incident the applicant’s left leg was amputated from the knee. Because of the lack of money the social serves provided the expenditure of medical treatment and prosthetic leg.
