Çalışmanın amacı, Lüleburgaz Belediyesi’nin yapmış olduğu çocuk dostu şehir projesinin incelenerek, uygulanabilirliğini değerlendirmektir. Projenin amacı, çocuk haklarının şehirlerde uygulanması olduğu kadar, yaşayan örneklerle, bu konuda yerel yönetim sisteminin gelişmesi, ilgili deneyim ve birikimin oluşturulmasıdır. Konunun bir uluslararası kural haline gelmesi, Çocuk Hakları Sözleşmesi’nin, Birleşmiş Milletler Genel Asamblesi tarafından 20 Kasım 1989 tarihinde kabul edilip 2 Eylül 1990 tarihinde de yürürlüğe konulmasıyla gündeme gelmiştir.Yerel bir aktör olarak Lüleburgaz Belediyesi ise; Birleşmiş Milletler Çocuk Fonu (UNICEF) tarafından 2014 yılında başlatılan projenin ulusal koordinasyonunda, IKEA ve UNICEF Türkiye Milli Komitesi’nin finansman desteği ile yürütülen, “Çocuk Dostu Şehirler” projesinde paydaş olarak yer almıştır. Bu çalışmanın amacı, Lüleburgaz belediyesinin yapmış olduğu “çocuk dostu şehir projesi” bağlamında, bu yerel yönetim model-proje örneğinin incelenerek, mülakat çalışmasıyla elde edilen verilerle, uygulanabilirliğini değerlendirmek, böylesi girişimler “faydalı model” ise; uygulamanın olumlu yaygın etkisini tartışmaya açmak, kamu yararı açısından, kamuoyunun farkındalığını geliştirmektir.

The subject of this study is to evaluate the feasibility of the Project of CHİLD-FRIENDLY CITY prepared by the municipality of Lüleburgaz through studying the literature, documents and field-interviews. The aim of the Project is to form a local management system, via real examples, related experiences and accumulation as well as the implementation of child rights in cities. This issue was accepted as an international rule by General Assemble of United Nations, via real examples, accordance with the convention on the rights of the children and became a current issue after it was put into effect on the 2nd of September, 1990.As a local actor; the municipality of Lüleburgaz involved as a mutual partner in the local coordination of the Project of Child-friendly Cities initiated by United Nations Children’s Fund (UNICEF) in 2014 and funded by Turkish National Committee and IKEA and UNICEF. The subjective of this study is to, with the data from the interviews, evaluate the feasibility by studying “Model-Project” prepared by this municipality in the context of Project of CHİLD-FRIENDLY CITY prepared by the municipality of Lüleburgaz; and if such attempts are “Useful Model”, is to bring its ‘common positive effects’ for discussion and to raise the awareness of the Public, in regard to public interest.

1.GİRİŞ

“Çocuk dostu kent” kavramı, çocuğun gelecekte yaşadığı kentte söz sahibi olduğu, fiziksel ve sosyal gelişimini destekleyebilen özelliklere sahip olan kenttir. Kentin, fiziksel anlamda çocukların hoşlanacakları ve kendilerini güvende hissedebilecekleri alanları oluşturmayı hedeflemektedir (Churchman, 2003). Sağlıklı bir kentte yetişen çocuklar psikolojik yönden olumlu bir gelişme göstererek, zihinsel süreç becerileri kazanmalarını geliştirmektedirler. Böylece çocuklar güvenli ve huzurlu bir kent ortamda yetişebileceklerdir.
